Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the current period. By day, political struggles are fought: positive announcements are issued from different nations. Considerable effort is devoted on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from Russian territory, a capability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by partner states. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly gives way to sober acceptance: perhaps the approaching threat won't strike its target this time, protecting urban areas from ruin and further power outages.
Persistent Threats
Following this, a automatic firearm fired at a drone close by, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its destination.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: several casualties, devastation and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The detailed framework from Washington sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new approach from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, certainly, continue.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration functions according to a assumption well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unrealistic to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not shift further in its advantage in the near future.
Divergent Views
Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a total frontline collapse until conditions improve in its favour.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a only one week to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on continued Western support.
