Sheff Wed Confronts Major Issues, Says Independent Regulator

'We will play a key role in football's future' - independent football regulator the regulator's chair

The team's persistent issues represent a a "significant problem" and the independent regulator is looking to gain the ability to investigate clubs in comparable cases, the recently named head David Kogan has announced.

During an extensive discussion, the chairman, who was named to the position this week, voiced concern towards supporters of the Owls.

The chairman convened with four fan organizations associated with the Championship side in recent days.

The team have been struggling on and off the field in the current year, with the club missing wage payments on several different times, including in last month.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," Kogan told.

"The club represents one of the great brands for the English game and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and addressed."

Economic Challenges and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in spring months resulted in restrictions being imposed by the league officials in summer, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although the ban was rescinded in late summer.

Official's Viewpoint

The chairman stated: "The position was created for the supporters of Wednesday, other clubs in similar situations where fans are dedicated to a local institution that has been part of their lives in numerous instances.

"I completely understand the club's situation, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the fans themselves."

When asked if the oversight body could require an chairman to relinquish a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is begin intervening in an particular organization, an individual owner, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the proprietor's dealing with," the chairman stated.

"However, realistically, when you look back over the history of the game, over the past few decades there have been some owners, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their teams and eventually decline to assume obligation for the coming years."

'Mistakes could erase significant advances'

The regulator engaged officials from numerous teams to detail the scope of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the sport makes errors, the remarkable development accomplished might evaporate swiftly," the chairman stated.

"Such an outcome is universally undesirable in the realm of domestic football is a huge success story - we must maintain momentum.

"Substantial financial resources flowing into the game and has been invested for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I fully support the success and growth as an financial organization of the top division.

"I of all people understand the concern of undermining the Premier League as a premium product of England. But at the same time, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a significant confidence."

Partisan Associations

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the political party in the past.

The chairman contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my previous political affiliation [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the regulator explained.

"I am no longer involved in any form of political activity."
